Starting from WW2 you get technology, where having zero casualties fights is not a given anymore.
Especially if that nation has a big standing army or manpower and lots of war supplies.
It's actually possible to be quite lopsided,depending on where that "WWII" tech comes from.While that may be true, air superiority is still king in modern warfare, and I severely doubt a WW2 plane can compete with modern fighters and bombers in any capacity.
Its not gonna be as lopsided as vs an 18 century army, but it shouldn't be that hard.
Most of it would be the interwar tech with new upgrades,but it would still be outranged quite easily.

It would even be possible to force a submission through long range suprise submarine attack on every ship n' major port,they'd just need a lot of tending to.
