It's a joke I've been making about her boobs being way out of porpotions and weird angles before like during her first skirmish with Ruck, but this is going too far, why the hell would artists do this, my respect for a potentially great character just got so low.

2. Do you think it's out of character for Alicia to say "fuck off" because she's a cold architype and all?

For 1., I cant comment on it as I can't really pinpoint why it looks weird. For 2., Nah. Her sister is in dire state and she's obviously distraught by it.

Anatomically it's pretty weird. Her boob anatomy is....a bit off. The breasts rest on the pectoral muscles (chest muscles) which attach onto the arm under the Shoulder muscles. So when you move your arm up, there's a visible line between the two. Your chest muscles will follow that attachment and create a shape that looks something like wings if lifted all the way up. Example:

And since breasts rest on the chest muscles, they also follow that line, add to that shape and lift up a bit when the arms are raised. In the art itself, however, we can't see any visible line drawing the chest muscles and breasts to the shoulder, nor does her breast appear to be raised because of that connection. Add onto that the fact that her breasts are way out to the side (making it look like they form from her upper chest and connect to her rib-cage or armpit) and you've got a recipe for a weird cover.

That's just what I can see though. I'm not sure how many people would notice if they're not looking though.

I'd like to think that the artist is still growing, he's got most everything nailed down but there's a few quirks here and there. At the very least I hope it's unintentional.

Oversized breasts are fetish for a lot of Japanese men. Mostly because the women of their culture tend to have a more modest bust size.

As for breast shape and size, I can tell you from personal experience that you shouldn't underestimate the sheer verity that exist. And unless they are sculpted by a rather inept plastic surgeon, you won't find very many that are exactly the same.

OTOH While Cloe isn't exactly small by any standards, just be thankful the mangaka chose a somewhat realistic bust for her. Because some can get out of hand rather quickly
