It's possible the model is copied from/needs to have the same skeleton as another model that has a scarf or wings or something there, and the bone's just not attached to any geometry when the model doesn't have that feature.

The manga is weekly and has been ongoing for a while. It's just that the translation team are working overtime to catch up. After next chapter, they'll have to wait for the mangaka to release a chapter every week and translate it.
