He did make moves on Nozomi a few times after Kimio leaves, he gave up after a few rejections of "I don't have time today" unless it's hanging out all together. Otherwise, all that time after school is saved for "showing each other" sessions . The most recent was when he asked her out at a track race at a tournament stadium or something during the Hayakawa performance anxiety arc iirc.

I think it was after that he figured out that she's a no-go for him.
