Doubt, its most likely setting up for the NTR part. He might just be breaking the girls down first to be completely loyal to him so he can eventually move on to the guys. Or could have the guys framed, making it a double whammy.

Guys, one thing I want you all to remember:
This is not HIS plan, this is the plan of the demon's. She is the one who got him to do all of this to "emotionally hurt the guys through the girls" that is why he did not instantly go after the fucker who raped his childhood friend.
He's basically being twisted around her finger for whatever reasons she might have for this slow roasted revenge. The main problem is, it's TOO slow. He's making too many mistakes (how did they even get that lipstick if he stripped them beforehand, answer stupidity on his part). He's getting too proud of himself. The police are already on his heels and he's at risk at getting caught without doing anything to the key people his hatred should be aimed at.

Really sloppy writing all things considered.

Why is the author writing two stories that practically the same?

The best roasts are made low and slow till they are deliciously tender and flavorful.

Sometimes revenge isn't served cold folks. Its been slow roasted to perfection and served up nice and hot.

I think the author didn't really coordinate the storyboard. Or didn't bother to remember what he wrote. Why would that girl still have a lipstick otherwise? Didn't MC stripped them into their underwear already? Also, the girl wasn't drawn going high enough to reach MC's back, not to mention that his back was pressed onto the wall right after the girl grabbed his leg. And seriously, why did MC went into an enclosed and smelly confinement room wearing clothes that he will then wear everywhere?

The boys are the worse offenders, and he's not doing anything to them. Oh yeah I guess he will NTR them later on... is that supposed to be a punishment?

Also, he goes around school grinning like a psycho maniac. In classroom. While they talk about the missing girls.
At that point he might as well hold up a sign saying "IT WAS ME".

It's really low quality shit. I am honestly still reading it because I hoped it would improve but...

Yeah the story seemed like it was going somewhere... but man the execution sucks so much ass, i have seen much better storytelling in crapy no logic stories than this.

The plot can be fixed for the better but it's not that bad. It's the choice of scene that makes the mc looks bad. The artist shows too much on mc's point of view. It's certainly a weird direction.

If the author want this to be done to intrigued the reader, it would be better to reduce the mc's expression in doing action or don't show him at all. Show him in flashback is enough

If the author wants this to be more thrilling, draw more the victims' mental state. It's very lacking.

This manga can be better if the author had done more research on doing psychological work. Oh and the other works of the author have certainly different tones than this even with the same themes. The other one is just a softened porn basically (even with the plot is being thrown down to alley it would still be fine if the arts have nice angle)

I feel like the MC in Confinement King did a better job at revenge for significantly less bullying than the MC in this manga.

There's an attempt but he's really not using his brain at all.

If he used his brain, he would have called the police when his friend was raped. Semen and other DNA would have easily gotten them in prison.
