There are some additional points to consider:
First is strongly implied that the Nogah household is one of the country strong economical power. You don't want to antagonize a strong family, expecially when it's shown to be composed by highly smart peoples (it seems that the house itself it's built with a strong meritocracy in mind)
Secondly the king has only limited power, or better the numer of actions a smart king can do without risking to generate unrest inside and outside the country is limited. The king couldn't directly deny to transfer the fief (that was the main thing that can advance the Nogah status), as the direct property of the house weren't enough. If this was the case the king would have to directly compensate the fief value by it's own/state money. Depending of various factors this may not even be feasible (not without being a serious hit in the state coffers). Refusing and not compensating, would shown the king to do not respect taken contracts, and the reputation of the state awhole would decrease, even risking to affect foreign trade/diplomatic relations.
Also would have be the problem of the fief ownership, after it was revealed not only that the maquis house was incompetent in its managment, but that was Yulia that partially fixed it, and that the fief inhabitants would actually prefers the Nogah family (also probably becouse Nogah are shown to don't discriminate between noble/commoner differences). If the fief would stay in the Curion household then the citizen of the fief may revolt (expecially after Yulia severing ties with the family), and also the Curions are so self-entitled that I imagine that they would easily increase taxes to and impossible amount to try to keep their impossibly luxorious lifestyle.
Also while it's true that Nogah's power is increased, the Nogah already had connections with ones in position of powers. Yulia's borther and then Yulia herself with the prince, yulia's connection with the prime minister son and wife, that was also the wet nurse of the prince.
Not considering that the Queen is already shipping Yulia with the prince, the King may be unaware, but still may think that this can be a possibility to strenghten connections between the royal family and the nogahs (that seems uninterested to throne, or at least yulia is for now).
With this in mind the king actually went with the safer option of all. It not only avoid a bunch of problems other options have, but also the advantage to be able to paint the king and the royal family as just and righteous. The only option to avoid some issues, was to refuse the engamgment breakage, but it was only a partial solution, as it may have affected the compensation for the breakage itself (and maybe for the infidelity),but not for the defamation, the false accusations and the personal violence made by Ramon.
Becouse yes there was a scheme to extort the maximum possible, but they didn't actually trigger any of it, it was only Ramon faults.
