Why is there so much debate about whether or not it's a manga? Should we also ban webtoon because it's not manga? No one forces you to read it anyway

I don't personally feel like this belongs, but if they're going to allow this type of content at least have a specific tag for it, A lot of other sites have tags for artbooks, artist cg's, or doujinshi.

Already been suggested ("Artbook/Illustrations" tag), and rejected. (Special exceptions apply as usual, though.)
