Well, the government can send a 'friendly neighbor' to help out even if clan master needs to be adult.
Something like Karin consult Mafuyu, who'd already talk things out after Karin made this nuclear bomb drop statement, and Mafuyu explains how she knows someone who can help.

After all, Karin's clan would also be an answer to one of the government's headache

And even if someone else will on paper be the clan master, Mafuyu will be the one actually running things (read: reining in Karin)
