Well, he did start a town near the main settlement mainly for adventurers, and built a sort of hotel for them near the dungeon.
However, he also absorbed an entire village from the neighbouring fief and there were also the slaves the traders bought and brought to him that he has freed and set to various work projects. So the number of people is growing.
Plus there are the merfolk in the lake, but I am not sure you can count them since they have their own leaders.

I wonder what he was actually expecting? A village of mostly S-class warriors or something?
I wonder about that whole dignity thing though. Van has managed to get quite close to all his citizens both here and even in his father's territory. And I'm pretty sure his dignity is regarded above the rest of his family for it.
