Like there's a million other things one could try to do to skirt copyright (spoilers: most of them are bunk because there's no magic bullet for getting around the fact that you're stealing someone's work and using it without permission) but censoring teh boobies doesn't make the list

DMCA are about copyright abuse, not censorship.

They would get DMCA'd by the actual rights-holder of the manga for using it without permission. Not for having boob lines visible in their illegal stolen and distributed manga.

maybe their hosting service has content restrictions that requires them to not show anything too saucy, but that wouldn't be a DMCA strike, it's an entirely different matter.

This is the more likely case, given that there are a lot of places where Nuggan rules supreme, and hosting stuff outside of the technical jurisdiction where you live won't help you for a bit...
