Takigawa is that type of girl that's a great friend and fun to be around, but one of the worst to fall for.
The worst part is that they genuinely don't lead you on. As far as they know, they're just friendly to everyone.

I'm not saying that this type of person is excusable by the way. Awareness about how actions can be interpreted is a lesson learned that will come for them sooner or later. In this case though, Takigawa is 14 and actively trying to work against her anti-social nature, so it's understandable, even if it's hard to watch this unfold.
