Man I didn't expect to sympathize so much with Dragon and Rocks, but here I am.

Also, it's funny to see how both Roger and Garp are acting; I can see why Garp isn't proud of his "achievements" here and why he prefers to not talk about it.

Do Garp even know what they are doing on this island? The fact that he's still in the marine after direct experience of their depravity made me lost all respect for him. Poor Dragon was not prepared for this at all. No wonder he became like that.

I honestly can't understand why Garp never left the Marines. After this, you'd think he'd become to disgusted and go his own way. He couldn't have not known about the things that happen that island. Surely he met with his Son since then at least once and was told about what happened. The hunting humans, Marine grunts being executed to keep word from possiblely getting out, which would have meant dragons own death had he not disobeyed orders. Yes the pirates aren't good guys, but neither are the Marines.

I think Garp at least had a good idea of what was going on, for a few reasons:
  1. Garp knew that the Celestial Dragons were there, and if I recall correctly he referred to it as a fieldtrip or game.
  2. Garp probably knew that the Island was already inhabitant, and that the island wasn't affiliated with the World Government, hence having a low opinion of it. Not to mention since the island wasn't affiliated with the World Government, the marines were under no obligations to protect it.
  3. Garp knew that the Celestial Dragons had abducted Shakky and was using her as a prize, hence why he knew that the Rocks Pirates along with other pirates from the Hachinosu island would attack the Celestial Dragons.
With that in mind, and Garp's already low opinion of the Celestial Dragon (after all he didn't care to help them at first), I imagine that he already knew that the Celestial Dragon had Shakky abducted in order to host their "game" on God Valley. And since the Celestial Dragons are known to endorse slavery, torture, murder and/or worse; I'm pretty sure that Garp already figured that whatever slaves that Celestial Dragons had brought over would've been used as part of the game.

The only thing I'd imagine Garp not having full details on was the fate of the people originally living on God Valley; however considering that the Marines hadn't made any mention of relocating the civilians there, and Garp's own knowledge of the Celestial Dragons; he likely could've guessed at what the Celestial Dragons intended. Then there was also the reaction of Dragon's superiors, men who were likely lower ranked than Garp; they likely knew what was going on as well, especially judging from their reaction to Dragon's questioning. So if they knew, I can't imagine Garp not knowing.

So in short: I don't see how Garp wouldn't know what was going on at that island. If anything, I don't think he'll actually come to terms with it, at least not until after the thrill of his battle with Roger and/or Rocks ends and he's forced to see it for himself. I wouldn't be surprised if Dragon would have some harsh words for Garp after this as well.

I think one of the only reasons Garp stayed in the Marines is because he has power to "pretend" to fight (but let people go). He was basically an insider who was high enough to kinda have a say in what happens to potential prisoners with insider knowledge to still protect people

Is leaving the Marines even possible for these who witnessed this scene? Maybe you can't just quit like that. Or he wanted to at least try and be a good Marine even knowing the higher ups aren't.
Not protecting him here, just trying to think of options why he stayed. But maybe Oda will show us his reasons later on.

For people criticising Garp, note that he comes to the island after pirates have come and started fighting the Marines, and after the World Nobles got evacuated. It's actually possible he didn't see the full details of what went on.

Nah man, Garp knew what was going on. Before Garp even got there, Kong had called him and they talked about the World Nobles being attacked at that island. World Nobles don't go anywhere without slaves, and it doesn't take much to figure out what the World Nobles would want to do with slaves or commoners. Also, Garp made it clear that he didn't care about going to help the World Nobles. Heck he didn't even go there to help the Marines fighting... He only went when he learned that Roger was there.

Not gonna lie, it's not just Garp that this looks bad with, but also other Marines like Sengoku, Tsuru, the other admirals; heck even Koby looks like a hypocritical punk.

He knows that the WN went to that island, but "hunting the inhabitants like animals" is still not what most people would expect.

Most people who aren't deeply affiliated with the World Government wouldn't expect that. But you have Garp, a Vice Admiral who is well known for his dislike of the World Government's corruption and the World Nobles. There is no way he didn't figure out something inhumane was going on when he knew the following:

1: That a bunch of World Nobles were gathering at the Island.
2: The Island wasn't affiliated with the World Government.
3: A fleet of Marines were sent to accompany the World Nobles.
4: The World Nobles had arranged for Shakuyaku to be kidnapped and taken at the Island as a prize for a game.

Funnily enough for Garp to have known about Shakuyaku's kidnapping and used as a prize, he had to have heard Ginny's transmission (similar to Roger and Rocks), and if he heard that, then he also heard the information about the human hunting which was also included in the transmission.

So yeah, Garp knew. Don't make excuses for him.
