Bruh, the merit system requires others to give an honest account of what happened, and since most of the S-class were either unconscious, or are have too large of an ego to admit he did that much, so they gave a half-assed version of what actually happened to save face. We can probably honestly thank Zombie-Man for Saitama's rise in rank at all since he was the most conscious and humble out of the people there. They probably also blamed him for Garou getting away

All that fighting with the Monster Garou and all the hero association that could give Saitama is a mere "A class Rank 39"?
Surely those S class jerks did not spoke any to the association about Saitama's contribution aren't they? He should be above "S class" if not, atleast an S class level title.

I guess it is as the other guy said, the S class either were unconcious (tatsu, darkshine, puripuri, flashy, bang)
or have too large of an ego/look down on others (sweet mask, child emperor).
Genos and bang could probably talk about him, but they respect saitama's decision of not talking about himself a bit too much.
So it would be zombie man word's agaisnt the other two, and even then maybe he also wanted to save face about being completely useless against Garou. King was too far away and he doesn't have super vision.
