It actually is the same drug, shown in Mahiro and the Marine Ranger (both parts), though it's a bit different than the original (Supposedly a "All new type") and it's funny how they found that one out by accident. lol

She's high school aged. Kaede's the same age as her and was her friend in school before Mihari skipped grades. Since high school in Japan is only three years and people tend to be about half a year older than the people in the same grade in the US (due to school starting in spring), she's probably 16. Which is legal age in most prefectures. (National age of consent is technically 13 in Japan, but most (probably all) prefectures have laws raising it to 16+.)

They never tested out the drugs to begin with, I don't think they tested them but knew what they were doing with them, as seen in Mahiro and a Hair's Breadth from Danger! she knew that if someone else drank it, it'll give them a dick but didn't tell mahiro what it was... though it was another one of those new gender change drugs for mahiro only though. lol

And I'd say that AL is more known for its big boba ships like Atago or Taihou than lolis especially nowadays, dunno how it was 5 yrs ago

I wouldn't say that, there are plenty of oppai ships, of which Hori has drawn many. If anything, the loli content has decreased over time, to the point some are complaining about it. That said, there are still skins like that coming out. And the current event, which features mostly skins where shipgirls "wear" only a towel and nothing else, has Grozny among them.
