She's always been obviously short when others are present. Basically, yes she's got a 20-something woman's figure but it's scaled down to a 13 year old's height. Her current baggy outfit is just doing a really good job at hiding her figure, since it's not doing the stereotypical boob pocket thing and instead actually hanging off her tits straight down.
TLDR: Oppai loli's wearing clothes that hide the oppai, that's it.

One thing I will give you though, is that she's shown to be nowhere near as tall as she's described. Unless all the adults are pushing 7-8 feet tall since's she's supposed to be 153 centimeters, or just slightly above 5 feet tall.

Interestingly, entirely possible. It could just be the author including something to excuse a difficulty with scale, but it is addressed in story regardless. The average adult height for a Japanese woman is also just slightly above 5 feet, Susie is allegedly just a bit below the actual average but close enough.
