So, my theories now are going from "petty guy who got rid of Laplace due to her being stronger than him and implemented the current misoginistic society to get back at her" to "guy that is hyperfocused on his job to the point of being a danger to everyone around him, and locked Laplace away because in his eyes she was a danger he could not risk just convinving to behave".

Something tells me this rather creepy wording is more about preserving her ability to attract men and/or produce royal heirs. He didn't need to say it that way did he, something like "To keep you alive / To keep you safe" would've been enough.
