This world is seriously lax when it comes to illicit material control.

And don't even bother comparing it to our world. We have health ruining drugs, not mind control items. A big difference.

You can rest assured that the author has decided to have this guy be the main conflict of the story. We're probably not gonna be rid of him until at least we reach a point where MC has to take action to save the commander from him, which if his current behavior is any indication of, would probably take a while for MC to get that much of a spine.
