Technically Rei shouldn't care all that much whether the summoned people are with the empire or the demons, as long as they keep training and preferably facing also dangers. She just needs them to get stronger so that she can absorb more complete skills from them. The only other factor is relieving her sadistic frustrations, which is made harder if the summoned people are with the demons, so that's where your point is indeed more relevant. Though even from afar she can perhaps try to send stronger folks to harass the heroes, to encourage them to get stronger. She just can't torment them directly anymore.Looks Rei is technically switching things out a bit: she probably will now try to mess with those directly connected to the empire this time, after having some fun messing up the isekaied teens.

The demon princess seemed like she wanted to save the demons, but she doesn't particularly care when demons are killed. I reckon Rei does want to get back all of her skills, in an even more powerful state, but what she's planning to do with those powers is another question. Though considering how vile her behavior is, I'm sure it's nothing good. It's pretty difficult to see what's driving most of the characters. I don't know if I missed a big plot detail in the earlier chapters, but it still looks like she still doesn't want to show her main motivation to all of this.

I never reread this series, or at least not most of it, so I can't remember for sure, but I believe her powers got sealed. Maybe the original witch even took some part in the process. After the demon country was destroyed, mainly by Rei, it makes perfect sense the human empire would get extremely afraid of someone with such power. On the other hand, why nothing happened happened after that and why some humans are now actually working with Rei, that's a real mystery. You'd think she would have been killed for good once her powers were sealed. One would expect her to be extremely vengeful if she ever got her powers back. But then again, it feels like the empire doesn't have a functional central government anyway.Yeah, it's probably not yet within the author's 'hindsight' yet and still letting things be organic.
By the way, was it explained in the earlier chapters why Rei lost her powers? Was it because she reached her objective of killing the earlier Demon Lord? (i.e. like was it a fail-safe balancing method of the world to suddenly make the hero weak again so that the hero will no longer be a threat as great as the demon lord?)
