The emphasis on "how much do you know about me?" makes me question if this dude is simply a stalker. "Shizuka" changed her name, dyed her hair, almost to completely erase who she was. I might just be overthinking it but why would the author highlight this if this guy didn't know about her past.

When we first saw him at the end of chapter 5, he had a collection of photos documenting all the places she frequents. It could easily mean he's just obsessively following her, though there's also the possibility he's a journalist or investigator tracking her story after her release from prison.
