Because in that culture and society he's supposed to go to school. Maybe the imperial family simply wants all noble children to spend a few years in the imperial capital to make them better feel like their belong to the empire. If they rule a planet far away from the capital planet, having never even visited it, they might start to become detached. On the other hand, even the parents of the noble children might want their kids to form some connections with other noble children during the school years.

That is, it might not have much to do with actual education. You could receive that anywhere. Though it could serve the role of having all the noble kids receive a portion of the same education. Otherwise they might all learn history, for example, differently on their home planets. On the imperial capital planet, they would learn the sort of history the imperial family dictated to be correct.

The education capsule is not for everyone.
Or more like, not everyone uses it.

As shown previously, while it shortens the time for learning, it still takes a lot of time, 6 months at a time, at least.
And it's not exactly culturely required either, unlike schooling and live in trainings.

So yes, of course schools exist while there's the cupsules.

This was fairly common historically, using a hostage system. Please note that the word 'hostage' didn't always have the same implication of kidnapping or other crimes. By having the children of nobles educated in the capital the empire not only indoctrinates them, but their presence at an imperial facility greatly helps keep the noble families in line. People are a lot less likely to violently revolt if their kids would be the first casualties.

This exactly. The education capsule is kind of like a rich/noble family hiring tutors to educate their children. Yes, they would get all the required education in a more efficient and intimate way, but ultimately their service is to the country and their leader. Not themselves.

Also, formal/martial education under a more powerful noble or the royal family was a great way to forge alliances. In fact, we still see this today in our modern university system. I know there’s varying qualities amongst universities, but a Harvard crest on your degree goes a longer way than an online program lol.

Connection. Having network of friend is very powerful when dealing business and politics.
