So if getting MCs enemy poisoned to death by resentment potion lets him drain their corpse for power.
Doesn't that seem a lot easier than trying to fuck over MC? I mean his track record is quite bad against MC.
You see, the baddie has a grudge against Liam for his constant ability to be unusually thankful for him, and last i checked, baddies don’t let go of grudges easily.

I don't know who is more cartoon evil, Liam or the incompetents that keep trying to take him down but end up slipping on a banana peel at the end.

Liam own 'evil' plan always benefit people and get him more allies instead.
The enemies have plan, it just keep getting banana peel'd by Liam.

Like him just wanting to replace all the patrol ships for his own reason?

A good amount of current patrol fleet will likely abandoned their duty and become pirates, which will then add to Berkeley's force.

However by replacing these with new ships (the condition is officially they're imperial army's, even after Liam leave) not only is he cutting off Berkeley's force by giving them motivation to stay, but it also let them ignore the fleet size limit since these are technically not Banfield's army but will certainly side with him in official war of Berkeley vs Banfield.

So if getting MCs enemy poisoned to death by resentment potion lets him drain their corpse for power.

It's not about the gains, it's about pride.
At this point he doesn't care about making...profit? of negative emotions, he just want Liam to suffer.

He uses resentment as both food and a power source, but with everything he has invested into Liam, he is suffering an exchange penalty for draining any hate that isn't at least tied to Liam. A few chapters ago he drained an entire planet to mess with one or two people.

The irony is that, with the way his powers work, the more he looses to Liam, and Liam is grateful to him, the better he ends up making the universe.
