What is he going to do against a minigun or a heavy machine gun other than get overwhelmed and have literal pounds of flesh and blood torn off his body? Drop a 2,000 pound JDAM on him and the overpressure turns his brain into chunky salsa even if it somehow couldn't harm his body. So I can think of 2 possible ways that they could set it up. Either they already have a satellite setup over japan, or a new satellite was launched and put in place to do this. Likely given the usage in that world it is likely already in place. Setting up such a system is very expensive and it is hard to say if they actually get much information from such a surveillance that they couldn't get otherwise, but if they already had it setup for other reasons then it shouldn't be an issue to direct it to handle this as well.
