Punishment, yes. Retribution? Not so much.
One is a way to reinforce the idea that her behavior is not acceptable, and can go hand-in-hand with the aforementioned psychological help. The other is inflicting harm for the sake of appeasing/avenging the one who was originally wronged or, as is the case here since the MC really just wants nothing to do with her at this point, the people who are offended on their (the person who was wronged) behalf, and would likely further degrade her psychological state and undermine the efforts of any psychological help given her.

I'll give you three guesses as to which one most of the commenters advocate for, and the first two don't count.

It's not justified. I actually fully believe what she's saying here. Doesn't mean she should have done it but the psychology tracks. most things are. Except the way her influence somehow managed to get a lot of boys to change their haircuts. One thing would be if she was dating/fucking them, but just by sheer influence... Kirigaya and/or the "friends" are somehow understandable, but as many as it did...
