Aqua knows even if he reports Kamiki, there's lack of evidence since dude didn't directly do all the killing. And acusing Kamiki of Ai's death won't do much for revenge, with the dude being a underage at the time (less punishment, old crime, he'd still live).

The only way to kill Kamiki completely is to make a "fresh new crime he directly did himself" and what better way to do it other than to strike when the pot is hot (right after movie release & with Aqua+Ruby's popularity at their peaks). You know what? For all bad decisions Aka took in this manga, I liked what he decided to do here. However, I wonder if forensics won't be able to see through that considering the angle of the stab and many other factors, still it is the thought that counts
