In all my years of reading manga, I don't think at any point have I heard those words said in a serious manner where the speaker is not trying to either screw over MC, is a noble (or friend of one and it is a marriage interview kind of deal), or its a Shoujo Ai / Yuri manga. Like this is actually serious advice, based on actual observations, made from months of build up.

Not some kind of universe where the most popular and attractive girl in the school is somehow single without ever once having a boyfriend (or girlfriend), and MC is a literal clone of any 82+/- 1000 separate high school protagonists, down to his haircut, clothing choices, friends, world views, and the fact that he has a single super unique quality (even though it is not that unheard of) which almost no other person will share for the rest of the story. Where there is always that one best friend who intentionally pushes MC to ask popular girl out for no reason other than to laugh at him when he gets shut down.
