Might not be possible becouse of the paradox it makes.
Also the fact that his condition affects his ability to grant wishes is a huge problem if you are going to use him to undo his own damages.

They might be able to wish for him to get over his addictions and to become a better man/genie.
But depending on the wording off the wishes it might not be possible at all.
For example it the wording was to "always " be a drug addict, it's impossible unless both wishes can be overwritten somehow.

It's easy to get around wishes - depending on the wording, you could just say "I wish that being a crackhead alcoholic doesn't affect the genie's thought patterns, desires or cause other physiological effects".

The main problem here is that it's going to be hard for the genie to properly grant that with any degree of accuracy while so impaired.

It seems the main problem is, the person that wished for the genie to be crackhead walked away without making a third wish. It would seem part of the reason the genie cannot make any proper wishes is the fact it's first "contract" was incomplete.

This going to be a lot of speculation, but I'm getting some revenge vibes here. This set of wishes seems to be quite well thought out and not in reaction to something that happened because of the first wish. There's a lot of stories about genies screwing over the person making the wish and this feels like someone avenging someone else by really making the genie SUFFER. And the set of wishes makes it virtually impossible for the genie to fix himself, even if someone were to take pity on him and try to wish away the previous wishes.

that's the problem of this context. Changing him would still mean undoing the original wish, because he'll no longer be what he was originally wished to become, so sadly it won't work.
