Basically, SCP Foundation tries to contain supernatural things, but they aren't always successful. Things that affect minds of people they interact with often "leak" it's effect into documents written about them.

This particular one is probably something that got "cursed" into getting excommunicated-like effect from other people. Likely from having commited some "crimes" in the past.
