How much testing did they do to determine it safe? Anything that can presumably infinitely duplicate (even from a single source), no matter how friendly, should at least be classified euclid.

Also, it is made of paper man. Just paper. Getting caught out in the rain or too high/cold weather will kill.

The worst thing it can do is give you paper cuts if angry.

Shouldn’t it be Euclid since it has a mind? I can’t remember if Euclid is only for sapient or anything that has brain power.

Euclid basically any SCP where 'we locked them and so far the lock works but if we don't keep watching on them, they might do something to escape'.

If a sapient SCP didn't try to escape their containment and overall not a threat to personnel, its regarded as Safe.

It can't be infinitely duplicated if it's dependent on a non-infinite material (the paper, copier ink).

That's their plan, keep acting friendly for the long-con. When when the Foundation is in a precarious moment...out come the razor edged wings and the blood from hundreds of slit throats will recolor the facilities!
