Shared universe tends to mean that the works are from the same author, not necessarily a true shared universe.
A true shared universe in the same time period is even rarer.

You even see him named in Chapter 21 of PD, and Ch.3 of Red Storm - same name (Cheon Myunghun / Chun Myunghoon - depends on translator)

it's shared universe cuz NOYA, the old man of the cult that ascend actually got send to otherworld which was red storm.
It's not shared universe as in both are same earth but more of connection between the two
