I imagine it's incidental and that the girl from Evie's former life is her own person - but artistically, she's depicted as similar to Elsa as a visual metaphor to tie the characters together in terms of how Evie relates to them.is she suppose to look like Elsa
or that just comic authors and their usual character draw like same other character but with different hair thing

Heck, she might even be the soul of that girl, reincarnated, and the grudge curse the girl's own, too.Also, maybe it's just coincidence, but her current aspect is her real life face + the hair color of the girl who she couldn't help...a subtle way to always remind her and "haunt" her?

I feel like in this story type the main character seems to have a mandatory sad past or sad past experience where somehow something bad happens to a friend or loverCouldn't save her Former Elsa, so she's resolved to never abandon her Current Elsa.
Heartbreaking, but explanatory. She can't change the past, but she can learn from it.
Not a groundbreaking narrative device, but an incredibly effective one for the sort of story beat the author is going for, and appropriate for this story in particular on multiple levels
And hopefully Evie can tie in that, while her past motivates her to help Elsa, Elsa is not a replacement for that girl, and that Evie isn't who she once was, anyway.
Elsa is the most important thing to Evie, and while she wishes to never make that mistake again, it's Elsa herself and Evie's love for her that drive our MC to fight the very world to see their happiness realized.
