Yeah, I kinda agree with your take. Compare this to Loram's Story (Musuko ga Kawaikute Shikataganai Mazoku no Hahaoya) This one seem tame and burning out. I feeling that Zyugoya begin to feeling out from fantasy story after success of Normal+Semi-Drama story (Divorced Crybaby and Broken Childhood friend). Her (official) cohabitation with Ren was a way to prove to the hard-liners that living in harmony with humans was possible. This is notable because one of the main reasons for the bullshit "elite few" methodology they've been using is there being a limited supply of blood that could be gotten by feeding without humans realizing that vampires exist.
Based on Zyugoya's previous long work, this SHOULD have been handled a lot better, with A LOT more foreshadowing and/or interactions with flies before this finale (mostly after the time skip where Sumire "grew up").
The finale itself could have gone more into a kind of civil war with the lumberjacks individually sitting out or siding with the young & those wanting change vs the old guard over the lives & freedom of the vampires in the Dustbox. In my opinion, Zyugoya seemed to be setting up the vampire teacher to be the true antagonist of the manga right around the Raspberry brawl. THEN it seemed like the principal might end up being the big bad (especially with what we've been told about his strength and resistance to change).
My guess is that Zyugoya started getting tired of this manga after the "time skip". The story would have probably benefitted from a break between the halves.

The long story, is that one of the kids from the Dust Box escaped into the human world looking for blood in order to help his mate who was going into labor, he got his ass clapped, but fortunately the protagonist found him, Raspberry was going to report him, but Sumire decided to save him by giving him her blood, then they agreed to just save the kid
Then Grey Rose jumped the gun, came in and kidnapped them and took them to the Dust box thinking that they were going to kill the kid, or report them, so she tampered with the scene of the crime
This whole arc is filler, but is the price we must pay because if Zugoya can't insert unnecessary drama into a series he wont continue them, slice of life romance stories and big tits are not his real passion, even if they are his main selling point
