It can be grooming. It can be wholesome. Real life grooming isn't, but then vampires aren't real, but we can say that in this story, Lotus is a noble soul. He didn't choose her because he was attracted to her - it was by chance. He was taught to ameliorate the life of whoever his retainer ends up being in the academy, and she views him as a saviour, because he's good. It's a delicious bit of drama, and the dubious ethics of the situation really sit with you.

Lets' get to the facts,shall we?
1. Vampires in this story are educated to help humans rise up,mostly in society and the related adjacent aspects,in exchange for the humans' blood,failure to do be educated as such results in being sent into the bloody orgy box that constantly plays "Rage Of Dust".
2. One of the smartest fellas from that education got bored and decided to raise the first human female he sets his eyes one,and finds the abandoned five year old weeks in on her solo adventure through a Hellishly poor life made worse,one yen coin at a time.
3. Through his direct intervention,not only has her path veered away from a slow,miserable,lonely,and barely a foot note in the news death,but now she's living almost equivalent to a rich lass who has a butler behind her ass.
4. Said butlers' only payment is her blood in seven years time,including the future thereafter,when she turns 16,which is a tad bit iffy in Japan,since their national level of sexual consent was raised from 13 to 16 but a lot of local laws had raised the local limit to 18 long before.with mentions that only pure,non-manipulative methods are used to get such early access(such as getting married)for the lower national limit,all of which obviously doesn't account for real vampires drinking blood,but actual drinking part might be under indency categories,sexual or otherwise.
5. Grooming would be true if he was after her secret garden,but as a top vampire in that education,he plans to simply cultivate her like one would a tree through gardening,and eventually milk her after animal(or human,perhaps?)husbandry like a dairy farmer.
6. She actively seeks to improve herself to seek his approval,with the current end goal of getting him to suck her off,something that has been planted deep in her due to meeting a form of kindness she has never experienced,and was utterly lacking in those weeks spent alone,with no signs of having been swallowed up by societys' dark underbelly,so this just how she thinks one should be with a caretaker,more so a vampire butler.
7. She also probably hasn't fully grasped,if not went completely unnoticed,about her seemingly sexual arousal at the thought of him sinking his teeth into her succulent flesh as her current tender age,whilst he seeks a finer aged result,adding to her anticipation for the next seven years.
8. The adopted child seeking to get it on like Donkey Kong and milking their guardian as much as said guardian either does or doesn't intend to milk them back is not grooming on the childs' part,more so one who has yet to fully understand the world,and if they already reached their local version of being allowed to get their Deus Vult on in the bedroom,then there's no real harm by then,for they turned a reliance and infactuation in more concrete feelings by then,which is exactly how a lot those past ones went(Usagi Drop especially).
I think these two will grow together quite nicely,and in seven years time,she'll probably take him fully for herself before he even recognises the feeling,and that's simply their future waiting to happen,despite how horny she's making all the boys in the yard with her underdevloped mature style milkshake.
