So I'm really just guessing, so maybe I shouldn't say this... but I'm super pissed to see these scenes of Hina being competent knowing damn well the story's gonna forget about it when a real fight starts. Why did she not even try to fight back in the first chapter if she can do all this??

Probably because it's something easy to do to predictable animals, snake will bite, boar will charge, bear will be territorial but humans, who the fuck knows.
First Hina met a wolf in sheeps clothing, there was a rumour of a person who lured woman and took advantage of, it wasn't his first rodeo. She didn't knew about the ballot untill then or it's rules.

We're unpredictable, most would probably not raise a hand on anyone, but there are really fucked up people that can surpise even a more prepared person.
