There is no kissing, barely any physical contact outside of unconsciously grouping while asleep. And rather then embracing the moment of waking up with her in his arms, he immediately pulls away as if ashamed and repulsed by his own actions.

That is not romance, no matter how dere she is before the yan kicks in.

I lean twords yes. As of yet the physical intimacy is missing, but they both have strong feelings for the other. Even if there is something in the future that shakes that foundation, there is still enough sexualized tension between the two for it to fall into the romance category.

Wouldn't work with her personality. She would either go full murder mode because he "betrayed her" (promising to marry her (in her mind) and then backing out. Or she would get depressed and broken and move away and never talk to him again, thus ending their partnership. There is no in-between relationship.

IRL: You either commit to a woman like this and forget about even friendships with other women. Or you get the hell away, break things off completely.
