BTW, if you read or watch CGDCT series like New Game! or Shirobako, the girls there are most times overworked and underpaid. It's just that this manga is blatantly showing slave labor in a cute way.

(d) Law enforcement including domestic riot control purposes.

The reason it's not applied to law enforcement isn't actually because governments are fine with their citizens being treated inhumanely, but rather that tear gas isn't actually considered inhumane - apparently, the only reason it's banned from warfare is because the other party could mistake the tear gas for an actual, lethal, chemical weapon; which may lead to them retaliating with lethal chemical weapons of their own. But seeing as normal civilians aren't usually capable of retaliating with lethal chemical weaponry, there's no need for such measures to be taken around them (Source, last paragraph).

at least they aren't 'volunteer firefighters' /doing something super dangerous but it's not like they'd just sit there all day in a cell doing nothing in contrast to how there was some European? pic post where someone's jail cell looked like a 'nice hotel room' more or less lol

tho with japan treating criminal reputations harshly, unless they're from a rich family or an average family taking pity on them it might be hard to find work again unless some of the odd jobs they're doing is also associated with some companies that'd take in some prison inmates after they've served their time
