My curiosity was itching my brain so I had to search for it
judging from the drawn flowers, the closest I got is Scutellaria baicalensis.
Wiki says it's used for traditional chinese medicine, not sure what kind of harmful drugs it can turn into though

Although, the leaves are different from what's drawn, so I'm not a 100% sure if I'm even close

My guess is that the reason why Kusaba killed 41 people, mostly people who live on the hill, because they harvest the organs of outsiders for money. Kusaba had an inkling of this, but doesn't have any evidence, that's why he wanders around the village and watches MC group when they arrive. The reason he doesn't defend himself after being arrested because it was a form of atonement for failing to save the three college girls.
