Yes he's foolish for agreeing to her request, but the overall theme is unrequited love that could never truly be. It's obvious at this point he is a people-pleaser to a fault; he has difficulty saying no ever. Not excusing his behavior, but it doesn't exactly come out of left field. Hino's character flaw is she's obtuse as a box of rocks. She doesn't think about Tsuchiya's feelings that are conveyed with his actions/words, and prolongs the FWB situation instead of graduation to a proper relationship.
This isn't "drama", the author's doing the exact same plot progression he did the last arc.
I already know he's a people pleaser, the issue is that his tendencies were already addressed THE PRIOR arc.
We saw what happens when it gets taken to the extreme and it's consequences.
What makes it even worse is because we've already seen what happened when our fmc found out.
She was heartbroken, and it almost ruined any changes he had to actually confessing to her.
We saw him break off the other FWB relationship after reaffirming his love for the fmc. His people pleasing tendencies had already been addressed and concluded in that arc.

The entire plot is predicted on the premise that the main characters are in love but ended up in a FWB relationship because of several faults. We have seen a consequence of that faults and the hypocrisy of our MC's supposed thoughts and eventual actions.
This arc is just repeating the exact same problem. It's basically character regression for a plot that has already been done.
