[Reader] Manga availability on the reader is tied to local time on the reader while server time on the main site

Just now I encountered a bug where a new chapter was shown being available on the [main site] yet on the [reader] it said that it was delayed and will be available in a few hours. In my edit in the previous link I mentioned that this happened because the clock on my PC was off by a few hours (it was set to ~15 hours local time while it was actually ~19 o'clock local time because dual-booting Linux has messed with my Windows clock).

Seeing that having the [reader] being linked with the client PC's local time, does that mean that I technically can read still unreleased/delayed chapters if I set my clock into the future? If not, then still having this message appear even when the server-side time says it's already time to have the chapter be available doesn't feel right.

Long story short the client side of things also needs to know when a chapter is available because it changes how certain things are displayed.

While the checks to see if a chapter is available could be improved to avoid some edge cases, it currently works for almost every user.
