Likely he's referencing something such as a gambeson. Basically just a woven padded jacket, when paired with mail they can stop arrows.

He said, "Even if my chest is pierced," meaning it got through that already. He's also got a rather slim figure. He's not wearing padded armour. Or at least not sufficiently padded to make a difference. And gambesons aren't too effective against arrows to begin with. Mail can be.
