From what I know, the AIs (alpha included) are doing some sort of tests on their "Vessels". For what reason? I dunno.
But the main difference with the MC and Katsuya is that, Alpha is doing a more hands on/one on one on the MC, making him more powerful but slightly independent from her with a side effect of everyone putting the MC in the lowest bar as possible making him look "weak".
While Katsuya's AI is putting him in a glorified position with some slight buffs but nothing else and just leaves him in his devices. The AI also tricks Katsuya's naivette to make him think that he "deserves" that position. He does get recognition but at the cost of everyone else around him.
This is gonna be a bit of a spoilers

That guy in page 17 might not actually be dead. It's explained later, when Akira is on a Search & Rescue contract, that many hunters have a 'black box' somewhere on their person with a digital copy of their personality to be put into a cyborg body after recovery. Basically, it's the responsible thing to take back the body on the off chance he has such.

As much as this is Lily's fault for going rogue, though they technically succeeded and this resulted in a mutation, Katsuya as leader didn't inspire people to follow orders. He never really spoke to the others to explain their part and since Lily had issues he needed to make it clear why she was doing it instead. When the going gets tough he abandons responsibility to just get revenge.

that feel underwhelming...
but surprisingly there is more casualty than what I remember, the WN do killed a lot but I thought the LN tone done that to just Lily's squad.

I guess this is the drawback with loli alpha's hands-off approach over alpha, if your contractor's a suicidal hero sort, you can't pull him back unless you've completely erased his will to only follow your orders instead of subtle mental nudging.

yeah, but allowing him to grow on his own with minimal support is a better way in the sense that he can handle some things for himself when the AI is doing something else that takes all its resources. Akira can do stuff on his own because of his cold and calculating mind (though he is still a child at times and fails because of it), but he is still far more in need of help that Katsuya.
