It's pretty obvious that Jack was chosen primarily due to his infamy. Yeah, there's absolutely far more cruel people than him, more than I can count to for sure. But Jack is the most infamous serial killer and above all his lack of known identity pretty much means that the author can write him any way they want; it's similar to how Adam in this regard.
