As for the fan translations, whether they continue on is entirely on the fan translators themselves. Sometimes they translate a series until it gets an official release, sometimes they do the most recent chapters.

Fan scanlators sometimes stop when a series is licensed, because the narrowest excuse we have is "it's not accessible/available to read in English"

Whether or not this scanlator drops this series, however is unknown. Some groups will continue on (and risk getting struck by licensor), some will go on as long as the series isn't simultaneously published (meaning chapters are released in EN the same day as JP).
