Nah, while I don't doubt that they labor under some of the same corrupt realities as the boys in black sunglasses and suits, the three letter enforcement organization operates at the national level while a police officer should only have jurisdiction over a city or prefecture.

Not to say the Japanese boy in blue can't be corrupted, only that it much easier to bring them down once their taint is proven.
