*鳥 = Bird or Chicken, typically Bird, but this manga use many idioms/words around 鳥, using chicken would be more proper. (This is up to you)
Meaning = Stop at nothing. Just do whatever they want, no intention concerning. Liked children.

Can also be interpreted as a chaotic gathering. They do what they want, sure. Chaos.

Fox in the hen house also means "a predator among prey" in addition to also being used for ill-intentioned people. And when you imagine foxes in the henhouse, it is chaotic, feathers flying, chickens running around. Not a one to one fit, but a decent one to combine for this situation to incorporate the chicken focus ( 鳥 is highlighted in the original title, it's cheeky), the idiom, and the meaning. You could say it hits three birds with one stone, or I suppose the normal two in your eyes.

I suppose "localization" is not ideal for some people, but gotta make do for humor sometimes otherwise people would miss out on the comedy!

@redbeanbunny That's a good interpretation of the title. Personally, I would translate the title to their literal meanings, then provide a note for their idiomatic meaning.
Oh, and I wanted to note that someone missed out an 's' in 'massacre' on page 29.
