With how sudden those horns came to her on the first chapter, those horns will grow back.

The real question is, will it be tougher to get rid off the next time? I remember bone density increases after experiencing some stress like heavy lifting and such. Thou, there is the issue of having weaker bones in microgravity so they don't recommend people who have a history of bone fractures to go to space (From what I hear, they are about to lift that ban in the future)

1: Horn is not Bone.
2: its dragon horn, i would be more concerned that i would literally shatter Ruri's skull and drive it into her brain before breaking her horns

Considering that they snapped off with a middle-school? boy pulling at them with pliers they are surprisingly fragile. I'm assuming "the plan" is to make it look like she's either taking their bullying so hard that she's publicly self-harming herself when in reality her horns will regrow the next day. Or somehow they are faking the whole thing.

That's still too much development and depth for a character we've only known for two short arcs. Moreover, only one of them was dedicated directly to her.

My guess is that they will be spreading rumors saying things like she was heavily depressed people were talking bad about her horns and she chose to break them, gaining people's pity of her while also gaining resentment over the ones talking bad about her horns.

Let's see what will come out of this.

My guess is they'll make a fuzz about how some people (i.e. those gossip girls) seem to think her horn is soooooooooooo dangerous so they'll just fucking break it off.
Heck maybe they've broken it off earlier and just glued it back on to do this act (so Maeda would know if this will actually hurt Ruri or not)

Either way 'rumors' will spread and people will start gossiping behind those girls' back about how terrible people they must be to discriminate on Ruri just because she has horns.
i.e. the gossip girls get a taste of being the target of gossips
