He couldn't have been good if he agreed to taking in refugees only after they were offered as merchandise (essentially, slaves).
Also, I would think that a merchant would need to lean more towards lawful than chaotic if he has to succeed in his profession. He doesn't decide things on a whim - decisions are always calculated.

Slavery have and sadly still is pretty normal in some parts of the world thought, and for all its downsides it have done some great ( and often terrible ) things.
Slavery just like monarchy and feudalism is not bad in theory but fails in practise alot as both are extremely prone to corruption.
Slavery is and have never been a "good" thing, but it does have its benefits on a cultural level and some historical slave systems are not nearly as bad as people would have you believe.
Some slave system was of course better then others, the romans and by extension the greeks treated slaves fairly well, for its time that is.....
A slave in the 1200 AD is going to live a much better life then a slave 1200 BC just from the techonology that could be aforded to them or that they could buy themselfs.
(yes, some slaves were actually allowed to own personal things )
Going back to the Romans as an example, they had different types of slaves depending on how and why you were a slave.
Dept slaves might for example just be your average person who sells themselves into working for somebody until a debt have been paid of, kinda like serving community service.
These people could sometimes even get "free" education and become doctors, bankers and some pretty well educated jobs.
They were treated fairly well for the time if you ignore the fact they had no right to refuse an order without good reason.
War and criminal slaves were usually treated much worse and are what people think about when they hear the word slaves, and to be fair a lot of slaves were taken unjustly because of corrupt rulers.
War and crime slaves could be slaves for life if they were unlucky and becouse of the legal system at the time were considerd things and not people.
This meant they could be exploited in every sense imaginable, however later on in the roman empire lifespan even they eventually got more "fair" rights and could actually accuse their owners of mistreatment witch if proven could get them punished.
Gladiators are also a great example of media over exaggerating the slavery systems cruelty, most gladiators were "professionals" and only rarely died as it was expensive to train them.
Fresh slaves with no combat experience were a lot less enjoyable to watch.
Gladiators did occasionally fight to the death but it was rare, they died mostly to infected wounds and sickness but not from getting killed in the arena as that was considered wasteful.
( and not very profitable )
And no im not pro slavery and hope it never becomes popular again despite what you might think, i just like to appreciate its historical impact.
For all the horrible things it have done, we have some pretty great things as a result of it.
The number off slave corpses that our history is built upon is staggering if you think about it....
