In this world, we apparently befriend psychopathic attempted mass-murderers.
That said, she isn't quite the threat people are making her out to be: unless she can physically move the way Kaiser does, it wouldn't be much for him to sever her hands--which bear the source of her power. But, of course, Kaiser wouldn't do that--it's baaad to hurt people, especially if they hurt the ones you claim to love.
That, and because this author isn't taking his own story seriously. There are stories that are of the type that do not need to take themselves seriously, but this one is not one of them. Consequently, you have a(nother) million-year-old loli who can do anything, if the author wills it--including felling a nation while effectively standing in one place, if this chapter's events are any indication.
