Edit: I really wish someone else would pick up this series. The translation this chapter was really clunky.
I'd bet it's run by devoutly religious folks from the Philippines or Indonesia. They "don't do nsfw stuff." So anything offending has to be crudely smeared out (like Stagnate's cleavage) or drawn over and filled in with the paintbucket tool. They did that in some other manga.why they do this
