I don't think that's quite what is being implied. If you look at the 2 former humans, they've been converted in a sense. The two of them were defeated by an unknown assailant. And both of them became Monsterized in a similar fashion. If you look at Chapter 85 Page 11, the body parts he and she lost, were replaced with "Monster" parts. Level Free, covered in scales, and with his Defense Ignoring Trident, has had his right arm replaced. The Lady(Tiamat), has been fused with her Partner/Summon(?) below the waist, mirroring the damage you see in his flashback.

[Level Free], could be one of the triggers for that guy to appear, or it could just be a coincidence and they got overconfident and tried something they shouldn't have. Or like with the Boss, in the arc where Kyun hatched, it could all have just been chance. While the male, certainly has Level Free, the Lady/Tiamat did not. But they suffered a similar fate, which implies it's the assailant's power, not Level Free's.

I feel it's closer to this quote from Darkest Dungeon... "Remind yourself that overconfidence is a slow and insidious killer." Free Level Users got too overconfident in their free and high level and got crushed and killed by their own lack of caution and paranoia in a deadly hostile environment.

Probably a similar mistake that Makoto also realized too late—free-using Level Free had caused the monsters to be too strong and for stronger entities to appear.

Probably the monsterification also had to do with the fact that the spent and unused EXP go back to the dungeon to feed the monsters. They probably rebounded so hard or something that they took beyond just the EXP but the monster parts themselves.

Either that, or someone truly did rig the system to do things that could put the dungeons in an advantage, as was recently suspected.
