Garrett: Basically one is suggesting resistance training (weight lifts, etc) that focus on making/strengthening those muscles, while the other is suggesting to take lessons in physically active things (like, say, studying martial arts) and your body will get stronger as a side effect of that.
Or to put it in a game perspective, Barse is suggesting upping Str stat, while Claude is suggesting upping weapon mastery, both resulting in stronger attack, but the weapon mastery route might unlock attack skills whereas having fat Str but no skill just mean you can slap people to death (not entirely a con)
